I'm using that here at home and it works flawlessly. Example: server ntp2.fau.de minpoll 14 maxpoll 16 Poll the server at least all 2^14 seconds, and at maximum all 2^16 seconds. Additionally, buying one of the DCF77 receivers from Conrad (25 Euro) might be an option in Germany.
