It does IMO, because it definitely fixes a bug for a lot of RELENG_3 users who cannot or don't want to go to 4.0 at this point in time. I'd go as far as claiming that 3.4-stable is the version of choice for production work. I know 4.0R is better than initially anticipated (.. ;-) but that does not mean that RELENG_3 is dead & buried.
