You might want to adjust the error message people get when the user limit
has been exceeded:

ncftp>open ftp.freebsd.org
User anonymous access denied.
Login failed.
ncftp>quit

Most ftp servers say something about too many users...this leaves people
with the impression that the machine doesn't support anonymous ftp.
