If you have *always* invoked make (build)?world correctly, no, you would have no stale .depend files in your /usr/src tree. If, however, there have been cases when some part of the system was not upgraded properly, or something went wrong, and you had to go in and build/install a particular tool before rebuilding the rest, then it's very easy to forget to 'make cleandir' afterwards, and have stale .depend files in your source tree.
