I was trying almost everything, fdisk, sysinstall and boot0cfg (don't 
trying dd).
fdisk & sysinstall not works until kern.geom.debugflags=16.
boot0cfg not works until I put freebsd bootloader inplace, it can't set 
active partition flag with other loaders. Even DOS utilities can.
