Yes, I agree with you in that case. The USE_PHP=mysql needs to handle the case of php 7.0. is mysqli inbuilt to php7? or does it require a different dependency so USE_PHP=mysql needs to switch depending on the php version? in any case, synth is involved only because it cause it first I guess.
