You don't need to join...

you just pick something that you want to do, and then do it.
then you try convince someone who has commit privileges that it is good
enough for inclusion..

It usually takes a few tries till you figure out what is and is not 
really good stuff to commit.
alternatively try posting
"I was thinking of doing [your project], anyone have comments?"
