Well, because it's pkg-plist is incomplete. ;)
Afaict, the pkg-plist is used to make pkg_delete
(or make deinstall) remove all files the port
installed. If it's incomplete, some files are
left behind.
Quick fix: just delete (or comment out) the line in
the Makefile which says:
BROKEN= Incomplete pkg-plist
