This will be evident by checking ppp's parent process ID using ps(1). Also, make sure that you've got "normal" carrier detect options set on your modem (usually the &C command). If you're sure that these are correct, you could download the latest version of ppp from http://www.freebsd.org/~brian and enable debug logging.
