Do _pci and _hal need to be compiled into the kernel > unconditionally in order to use if_ath? Or am I missing something? Adrian set me straight on /sys/modules/ath[_pci] being the proper places to build the modules, and with if_ath_pci kldload'ed the cards are recognized. There is a minor issue with one of the cards but I have some other things to poke before I am sure it's FreeBSD at fault this time. So it's likely this issue is closed.
