Just as a data point, I always (or maybe almost always) get the emails. I have noticed that they are a bit late sometimes. Whatever is chosen, I don't think it can be completely automated, since the whole point of the delay is to let it "bake" in main and give the committer time to decide if it really should be MFC'd. (Also, that "MFC after:" in the commit doesn't mean it will be MFC'd.
