Oh, you mean this commit.  I thought you were talking about
bsd.port.mk.  Yes you are right, that's plain wrong.

 * When removing the manpages, I made this even worse since %f no
 * longer referred to a manpage at all.  At least before (delisting
 * manpages) anybody capable of performing mental unzips coule read
 * them.   :-)
