If a floppy has only short names, mount_msdos assumes it's a DOS floppy and will not generate long names when you create files on it. You can force it by mounting the floppy with the -l option, or you can put a long filename on the floppy with a Windows machine, which should cause BSD to use long filenames the next that floppy is mounted.
