Do you have a reproducible test case for this? Is it as simple as just touc=
hing
one of the files in libc, or is there something more to it?

And where do you rebuild? Is it make buildworld or something else?

Can you create a test case that shows this problem with the commands and
environment needed?

It works for me when I try to do a trivial thing of touching a file I get
everything rebuilt.
