I haven't had to think about this in a long time, but I would expect
that telling the loader(8) where to find the root (root_disk_unit or
rootdev) should let it progress further.  You'll still need to fix
/etc/fstab, I suspect.

No.  The UFS2 restore(8) understands UFS1 dump files.
