No, that's actually fine - it should look for the .tgz first then go
on to pick up the piece files only if it can't find a complete one
(you can speed things up a fair bit by caching local copies of the
pieces already concatenated together in one .tgz file).

Hmmm!  This didn't happen to us.. :-(  I'll try to reproduce this!
