* the test is actually "X${foo}" != X"NO". The braces mainly waste space.

This is quite inconsistent itself, shouldn't it be
X"$foo" != X"NO"
or
"X$foo" != "XNO"
if we are converting syntactically equivalent statments for
consistency's sake?
