	When compiling (buildworld, or by hand) /bin/sh with -O2 or
-O3 it causes some bizarre error when running makedev (the ^E appears
as a clover)

	MAKEDEV: arith: syntax error: ""

	The /bin/sh from 2.2.6 appears to work fine in this
circumstance.  The only change I note between them is the following:

	It works properly when compiled -O.  Any ideas? Also is it
safe to use optimization on the buildworld level.  I did have no
problems with -O2 on 2.2.6...
