I've just fetched FreeBSD v2.3 on a FreeBSD 2.1 machine using cvsup.
I then tried to do 'make world', only do discover that the include
files are not installed in /usr/obj/usr/src/tmp/usr/include, as they
should.  Because of this, I get conflicts compiling usr.bin/make, and
'make world' fails.

I beleave the solution is to make sure
  'make -C include copies DISTDIR=/usr/obj/usr/src/tmp'
is executed as the first thing.
