Clearly we foreigners aren't capable of writing an encryption algorithm between us and there are no pornographers, terrorists or drug dealers in the USA, so everything is fine. I mean, *obviously* making something illegal will stop criminals from using it. Yes, it's stupid and pointless, but you did ask! That is essentially the arguments used by the US and plenty of other governments to control the use of strong encryption.
