Because it can be created by hacker making fully functional login in general. With /sbin/nologin shell this change needed just for consistency for automatic checking of validity of user home dirs through passwd. The next argument is that other /sbin/nologin entries use existen directories too, so this change make operator more common-looking. -- Andrey A.
