Right. But the existing Makefiles (or at least Tom's patches to them)
don't expect a local doc CVS repository either. They expect ../doc
to exist relative to the website directory, but that seems to be
assumed to be a pre-existing checked out version from the repository,
not a copy of the repository itself.
