If you want the person specifically in charge of something, see
<http://www.freebsd.org/handbook/staff-who.html>.  For networking it's
Garrett Wollman <wollman@FreeBSD.org>.

The current@freebsd.org is also a good place to propose changes like
the one you mentioned.
