Take a look at /usr/src/sbin/Makefile.inc and /usr/src/usr.sbin/Makefile.inc and you will understand how it works. I'm sorry I missed this mess - I was hip deep in NFS work (and still am) getting ready for the 3.4 release. chown should never have been moved considering that there are probably hundreds of not thousands or even tens of thousands of scripts 'out there' that expect it to be in /usr/sbin.
