The file is just a standard jpeg shared library, created because the braindead maintainer (ie me) has forgotten to add dependencies on libjpeg and libpng for the past year or more... When the configure script can't find the system jpeg library, it builds it's own. I'm suprised no-one ever filed a bug report - but this might be due to people not using the package, and everyone who builds the port has these installed.
