In my case the zone and ptrs work on 5 other name servers
(I work for an ISP, and have been doing DNS for 7+ years). 

My question is why the NAMED in 4.2-BETA doesn't seem to be hearing 
the notify's that the named on the primary *IS* sending out. 

named on the primary is 8.2.2-P5.
