Seems like you are trying the right things, but you didn't mention patching the driver. The RealPort2 cards (models starting with CE2) have never worked on FreeBSD. Scott Mitchell posted a set of patches for the xe driver to support the CE2 cards and Warner losh posted an additional patch to Scott's patch. These have NOT been MFCed, so you will need to apply them to get a CE2 (or CE33) card to work. But still no promises on this. Scott did this on documentation with no card in hand.
