There were some changes to mergemaster and /usr/src/etc/Makefile that might have caused this effect if you had run the old mergemaster with the new /usr/src/etc/Makefile (mergemaster used to define NO_MAKEDEV, but now it needs to define NO_MAKEDEV_RUN instead or MAKEDEV won't be installed). I was able to reproduce that, but I think it should work correctly if you follow the normal procedure of running mergemaster after the installworld. Strange.
