Are you useing the standard ftpd or lukemftpd ? Running as a standalone daemon or from inetd ? Do you have any firewall rules on the machine/client/inbetween ? Have you tried connecting from localhost ? Do you have anything about ftp in /etc/hosts.{allow,deny} ? That looks like a standard timeout message, you connect but don't enter a username/password, and after a while ftpd disconnects you.
