No she can't. At least with bash2 that I tested here:
pet:/home/koko$ bash -r
bash: SHELL: readonly variable
bash: PATH: readonly variable
bash: PATH: readonly variable
pet:/home/koko$ tcsh
bash: tcsh: No such file or directory
pet:/home/koko$ echo $PATH
pet:/home/koko$ _
