If you have two *different* files, and one of them has a revision number greated than the other, it doesn't necessarily mean it's older. You can commit a file ten times, and after that commit another file one time. If they were both at 1.1, then the first one, in your opinion, will be `older' than the second, when it's indeed vice versa.
