This does the trick, but allows devfs to start at any time before securelevel. I'm not sure if this might bite me somewhere down the line. Why does devfs require LOGIN? I assume three was a reason, but I have no idea if it was a good one or just a convenient choice. In any case, this does get things started, but a solution really needs to be incorporated into the distribution system.
