It's in /sys/conf, NOT /sys/${ARCH}/conf!

garyj:peedub:~:bash:16> grep makeoption /sys/conf/*
/sys/conf/NOTES:#makeoptions    DEBUG=-g  #Build kernel with gdb(1) debug
						symbols
