I've upgraded CURRENT yesterday, and noticed that I can't type russian charachters in bash and get all "??????" in mutt when viewing russian text. Recompiling bash did solve the problem. I suppose something has been changed in libc(?) and locale-using software must be recompiled. Who is responsible for this? You should add a notice in UPDATING. -- Totus tuus, Glebius.
