FreeBSD's use.perl script deliberately manages a symlink from
/usr/bin/perl to (for example) my /opt/bin/perl5.8.6.  I believe
that using the managed link is more correct than making assumptions
about $LOCALBASE.

It's ntptrace.  I didn't send it to the NTP team because I don't
know them, and as far as I knew it was only FreeBSD harbouring a
desire to eradicate perl scripts from the base system.  I'd like
to send it, and it'd help if I had some kind of endorsement from a
committer.
