In my experience operators prefer a language they understand well, but this may be biased by the kind of operators I know (I work in a multi-lingual environment, but we do not use FreeBSD at work). So personally I would not distinguish between operators and users. I agree with your general opinion about i18n and think that it is not a matter of workforce, it's a matter of feasability.
