A make world now falls over randomly, though always with a shell script
spontaneously deciding that it's not happy with life, like so:

chroot-> make
sgmlfmt -f html  /usr/src/share/doc/handbook/handbook.sgml
/usr/bin/sgmlfmt: 30: Syntax error: "{" unexpected (expecting "then")
*** Error code 2

Stop.
chroot-> make
sgmlfmt -f html  /usr/src/share/doc/handbook/handbook.sgml
generating handbook.html...

The second time it succeeds, for no discernable reason, and may fail
again later.  Any ideas?
