Or otherwise known as a "half fairing."  A full fairing typically
protects also the legs and feet from wind blast and also, as David
noted, reduces the overall drag of the motorcycle (your knees are not
otherwise very aerodynamic sticking out there in the slipstream :-).

You most typically see full fairings on Japanese racing motorcycles.
