I suspect they might have already fixed this but it's best to be sure. What happend is the POSIX.1b committee changed the declaration from ts_sec and ts_nsec during one of the last drafts and that got standardized thus screwing over all those that had released POSIX.1b functionality based on an earlier draft which NetBSD-1.0, FreeBSD-2.1 and pthreads-1_60-beta4_1 did.
