Have you tried invoking ppp in -auto mode? On my machine, if I invoke
ppp in terminal mode I get the same message, but do not in -auto. I'm
not sure it's a problem, but does not seem to affect my ability to
connect. It works for me, and as a result have not bothered to
investigate further; someone else may have a better answer.

Have you invoked ppp before running netscape? I always get that message
if ppp is not running first.
