If that doesn't work, have you tried swapping the CD-ROM with another
one?
It looks like the CD-ROM isn't able to read the TOC off the CD, which
could 
indicate failing hardware (dead spindle motor, dead laser, etc...). 
Does
the CD-ROM sound really weak when you insert a CD, or does it do a
normal
spin-up?  It will be hard to tell from just the sound if this is an old
<8x CD-ROM though.
