I just noticed that the kernel seems to be getting setjmp.h from
../../../../include which is /usr/src/include.

for example, form the .depend.....

db_command.o: ../../../ddb/db_command.c opt_global.h \
 ../../../sys/param.h ../../../sys/types.h ../../../sys/cdefs.h \
 ../../../sys/inttypes.h machine/ansi.h machine/types.h \
