We have multiple levels of membership -- analogous to the "service classes" of a for-profit ISP. And some of those levels leave the decision to filter (or not to) up to the member. The only complaint we have ever had: One member with a fixed IP and a "nailed-up" dialup line recently complained that we were NOT fltering for them.
