Sometimes hardware actions help. At boot the CD tray is opened by the DEC. With or without a CD in place, any attempt to close it causes an immediate open by the DEC. (won't close and stay there.) There are no external (to the tower) buttons or toggles or anything other than the open/load button, the volume dial and the system control panel's ON/OFF, REBOOT, HALT and LED screen.
