I have no Idea which file you found that in.
I refer to /usr/src/UPDATING. I have plenty of machines with
various released versions of FreeBSD, and it is in none of them.
I even digged through the CVS tree to see if it was in earlier
released versions, and as far as I can tell it wasn't.
