No you don't have to but probably should. The first three steps setup
pkg 1.3.7, the fourth upgrades installed ports and could be changed to
individual installs if you wish.

Most would argue strongly that you **should** update all pkg's at this
point as the new packages made using pkg 1.3.7 will have updated pkg
info related to the fix in 1.3.7 and the pkg check step.
