Add a question to the system installation procedure that asks whether
login based restrictions should be employed.

Explain that this is useful for multi-user sites mostly, and can
be configured with the login.conf file.  If this is a mostly a single
user machine, or you are not concerned with others hogging resources,
then choose "NO" now.
