There are a lot of people in various places interested in building a
replacement toolchain. At least some of the ones I know of would be
amenable to a non-GPL effort.

How serious are you about this?

BTW, the gnu binutils source is horribly disgusting and you couldn't
possibly learn anything by looking at it. :-/
