Using X or not should not make a difference at all, IMHO ! *All* internet-related services (inetd...) are started at boot-time and are available then. One of the reasons, people use Unix: you don't need a GUI to administrate the system. If your BIOS supports it (not many do, though...), you could also remove the gfx-card and save an IRQ :-).
