Yes there is a fix.  It's a flag on the mouse driver in the kernel. google 
is your friend.
try adding "flags 0x100" to the device line in the kernel config file

The above fixed my belkin problems.  But that was a while ago, since then 
I believe Mr. Yokota committed a fix for this on Oct 13 to psm.c

i've searched through the lists and haven't found an acceptable solution 
so 
far...i just got a new intellimouse explorer as my damn wrist is beginning 
to 
die from the prolonged use of the old basic intellimouse. i run it through 
a 4-
port belkin omnicube. i now get the dreaded "psm out of sync" messages. is 

there a fix for this?
